PETERSBURG, FEB. 5.* The Budget Committee of the Duma has approved an annual instalment of £2,800,000 towards the construction of four new battleships, provided that the amount figures as a conditional credit and that £700,000 is specifically allotted to each ship. The Duma has hitherto refused to vote credits for battleships pending the reorganization of the Naval Administration, but nevertheless the expenditure has been effected after passing the Council of the Empire and receiving the endorsement of the Tsar. The Duma Committee therefore considers that it has adopted the only possible method of controlling expenditure.
