Russia has determined upon establishing a military and naval station on Nova Zembla and the Murman shore. This is an intelligible reply to the Swedish claims.

A special commission has been formed at St. Petersburg to investigate the practicality of deepening the mouth of the Neva and of transferring the commercial port from Cronstadt to the capital itself.
