Popular interest and approbation have been enlisted by Admiral Rozhdestvensky’s statement before the Nebogatoff Court-martial that the two admirals should bear the consequences of Tsu Shima and that the officers who have been cashiered or punished for obeying orders and the men who have been driven from the service as pariahs are victims of injustice.

Admiral Rozhdestvensky has presented a report to the Navy League showing the futility of building warships until Russia has competent naval officers, which is impossible before the lapse of ten years. He recommends the building of merchant vessels in the meantime.
