ST.PETERSBURG, JAN. 5.* A conference of the higher officials of the Ministry of Marine was held to-day, under the presidency of the Tsar, in order to examine the Bill for the conversion of the administration of the Ministry of Marine, according to a scheme based on the organization of the German Navy Department. The administration is to be concentrated in the hands of three chiefs – namely, the Chief of the Tsar’s Cabinet of Marine, the Chief of the Staff of Admirals, and the Chief of the Administration of the Navy. The conference decided that the proposed reform could not at present be realized in its entirety.
