St. Petersburg, April 17 (Reuters) It is stated that as a result of the conferences of the highest authorities held in St. Petersburg and Tsarskoe Selo, all the military and naval forces will probably be placed under one supreme chief to be known as the generalissimo. The name of the Grand Duke Nicholas is mentioned in connexion with the new post.

During the forthcoming debate in the Duma on the annual contingent of recruits, the Extreme Right will propose the exemption of Jews from military service, thereby excluding from the army what they regard as a pernicious revolutionary element.
