(Excerpt) The Austrian official telegraph agency receives a report from Constantinople that the Turkish War Office is preparing to concentrate troops on both sides of the Bosporus, and that on Saturday two batteries occupied the heights in the neighbourhood of Buyukdere. A later telegram states that the Russian Black Sea fleet is again cruising in Turkish waters, and that it shipped on Saturday 1,000 tons of coal intended for a Russian navigation company.
