London Times, 4 July 1908, p. 9: THE DUMA AND THE NAVY. The last word has not yet been said by the Duma regarding the navy. According to M. Guchkoff, the Duma wished to vote the supplementary grants of 6,000,000 roubles (£600,000) for strengthening the Black Sea fleet and of 3,000,000 (£300,000) for manoeuvers in the Baltic, but in view of the Government’s intention to disregard the Duma’s wishes in the matter of the four battleships for the Baltic, it is not impossible that the supllementary grants will be refused.
