London Times, 6 June 1910, p. 7: RUSSIA. NAVAL EXPENDITURE. (FROM OUR OWN CORRESPONDENT.) ST. PETERSBURG, JUNE 5. According to an unofficial statement, the Admiralty estimates the indebtedness of the dockyards at £2,700,000. Unless the Duma votes this sum in addition to the special shipbuilding programme all work will have to cease. It is rumoured in the lobbies that the Tsar is determined in that case to dissolve the Duma. The opposition organs insist on the necessity of placing half the orders for Dreadnoughts abroad.
