The right of carrying the Russian flag has just been extended to ships the property of commercial firms, having partners or managers who are Russian subjects. Two or more persons may also agree to buy or construct a ship at their common expense, to sail under the Russian flag if one of them, and that the principal partner in the venture, is a Russian subject. The measure is apparently intended to add to the number of the Russian commercial fleet, which, although swelled by many Greek vessels, is still a minority, even in Russian harbours. The Russian commercial fleet consists of about 2,000 ships, with a total of less than 190,000 tons.
