A telegram from Libau, received in St. Petersburg, states that while the torpedo division of the Russian Baltic [squadron? ooops], which was being inspected by Adm. Skrydloff, was going through some evolutions the destroyer DOBROVOLETZ, steaming at full speed, crashed into the destroyer MOSKVITIANIN. Both vessels, which are each of 570 tons displacement, were badly damaged and were taken into Libau for repairs.
