(Excerpts) A Reuter telegram from Saigon, of yesterday’s date, says: – A Japanese fleet arrived at Kamranh Bay (Cochin China), and left again to-day in a northerly direction. It is believed that it is reconstituting the voyage of Admiral Rozhdestvensky’s fleet.

According to a telegram from Tokio, the Russian cruiser Novik, which went ashore during the war, was refloated on Sunday.
