London Times, 2 March 1908, p. 6: THE RUSSIAN NAVY. St. Petersburg,Feb. 28 (Reuters). It is semi-officially stated that the continued reports which have appeared in the Press regarding the Russian naval shipbuilding programme and the alleged intended expenditure of from two to three thousand million roubles are entirely devoid of foundation. As a matter of fact, it is declared, the Government, which is considering the question of rebuilding the fleet, proposes in the course of the next few years merely to expend about 30,000,000 roubles (£3,000,000) yearly for this purpose.
