London Times, 25 November 1907, p. 4: NAVAL AND MILITARY INTELLIGENCE. (Excerpt) A Reuter telegram from St. Petersburg, dated November 23, says: – “The congress of representatives of industry and commerce has petitioned M. Stolypin, the Premier, and the other Ministers against the proposal of the Ministry of Marine to give Messrs. Vickers, Sons, and Maxim a contract for the construction of battleships. The congress points out that Russian yards are perfectly able to construct battleships of the newest types, and that the placing of contracts abroad would throw thousands of Russian workmen out of employment.”
