(Excerpt) At her second trial the Russian cruiser RURIK, which was built in England, has attained the contract speed of 21 knots, which it failed to reach at her first trial. A third trial is to be made. The Russian Ministry of Marine is examining plans and estimates for four battleships having a displacement of 21,000 tons each.
