The Russian Government are considering the feasibility of a steam fleet to share in the profits of their Baltic trade. Now that extensive commerce is almost exclusively in the hands of British, German, and American shipowners. The citadel of Cronstadt has just been strengthened by a fresh allotment of heavy guns, and iron casing applied to walls and breastworks. There is a new battery for 12 monster guns constructing in Fort Paul, in a line with the Constantine battery.
