The Novoe Vremya to-day insinuates that an “Island Power” is implicated in the recent divulgation of Admiralty documents concerning Russian submarines. Captain Stanley, the British Naval Attaché, whom the Novoe Vremya obviously seems to designate, has only just arrived in St. Petersburg. This in itself is sufficient to dispose of this base calumny, if any reply, indeed, be required to a newspaper so notorious.
