The Sebastopol dinner, annually celebrated by those officers who shared in the campaign, has just come off at St. Petersburg. General Menkoff, who delivered the speech of the evening, remarked among other things that the events now preparing in the East were a harbinger of the good times coming, in which both Sebastopol and the Black Sea fleet would be reconstructed.
