Most elaborate precautions have been taken in view of a feared outbreak of the troops as a result of the Sevastopol mutiny. The naval battalions here have been completely gained over by the revolutionaries. They have been deprived of their arms and are almost out of control.
At a meeting of officers yesterday at Tsarkoe Selo it is stated that they resolved not to fire upon crowds when called upon to do so. Quickfirers, it is asserted, have been trained upon the Horse Guards barracks. – Reuter.
