London Times, 4 June 1908, p. 7: THE DUMA AND THE NAVY (From our own correspondent.) St. Petersburg, June 3. The Duma Committee on the Navy Estimates has emphatically reported in favour of an “effective navy for the defense of the Empire.” It insists, however, that the naval administration must be reformed and that a comprehensive shipbuilding programme must be submitted to the Duma. The committee recites a long list of gross blunders committed by the Admiralty in connexion with armaments during the late war and the subsequent selection of obsolete types like the Rurik and Bayan.
