London Times, 5 June 1908, p. 7: THE REORGANIZATION OF THE NAVY. St. Petersburg, June 4. According to the official plan for the reorganization of the navy, there will be three Commanders-in-Chief, of the Baltic, the Black Sea, and the Pacific stations respectively, with extensive powers, including the appointment of flag officers. The duties and responsibilities of the Admiralty will be almost entirely transferred to the new Commanders-in-Chief.
