London Times, 29 June 1908, p. 8: THE DUMA AND THE COUNCIL OF THE EMPIRE (From our own correspondent.) St. Petersburg, June 28. The Council of the Empire, by a large majority, has voted the four battleships refused by the Duma. This is the first serious difference between the two houses. The press unanimously opposes any infringement of the constitutional prerogative of the representatives of the nation in a matter affecting taxation, and urges the Government to abide by the decision of the Duma. It appears improbable, however, that the Government will take this course.

The Duma will conclude its labours next week and will rise till October.
